Dave Phinney created Department 66 after visiting Maury in 2008 and deciding to establish a wine project in France’s Roussillon. The estate name refers to the administrative number for Pyrénées-Orientales, locating the project in the Agly Valley rather than California. Phinney assembled vineyards that include old Grenache vines and built a dedicated winery to work with the region’s Mediterranean varieties.

The project operates with its own local team, while its founder’s broader career is kept distinct from the identity of this French estate. Grenache anchors several wines, while varieties, vineyard sources and cellar methods change across the range. Department 66 remains a Maury-based estate, led by Phinney and a local team working with Roussillon vineyards.
